Orca Computer, Inc. was founded on May 5, 1995 by two Virginia Tech professors and two Virginia Tech students for the purpose of transferring the Visual Simulation Environment (VSE) technology into a commercial product. Under funding from the Naval Research Laboratory through the Naval Surface Warfare Center Dahlgren Division (NSWCDD), Orca started the commercial development of VSE on August 1, 1995.

In January 1997, Orca started the commercial development of the Evaluation Environment (EE) software product under funding from NSWCDD.

Orca has been providing technical services, primarily for the Department of Defense, in the areas of:

• Independent Verification and Validation (IV&V) of Complex Systems that Integrate Software, Hardware, and Humanware,
• Verification, Validation, and Accreditation (VV&A) of Modeling and Simulation (M&S) Applications, and
• Quality Assessment (QA) of Complex Systems and M&S Applications.
